good sense and self-control which have invariably marked

their attitude in the past. In doing so, they will be

acting in accordance with the wishes and considered views

of His Majesty's Government.

It is undesirable that this reply should be made

public in whole or in part, but I shall be glad if, in

communicating its substance confidentially to the

signatories, you will express my regret at being unable to

acceed to their petition, a copy of which will, however,

be laid before His Majesty's Government.
